Recently, the Committee to Protect rights lawyer - Vietnam Bar Federation received information about the opinions of Pearl Lawyer Wu and some other lawyers on Article 38 of Circular No. 28/2014 dated 7 / 7/2014 of the Minister of Public Security.

Protection Commission lawyers have received timely review and synthesis of issues and reflect the opinion leaders of Vietnam Bar Federation. The Commission has received the directive of the President of the Federation recommended inspection and review content Circular 28/2014 and a number of other issues related to the practice of attorneys in criminal proceedings.
 
On 01/8/2014, at the meeting of the State President Truong Tan Sang with Vietnam Bar Federation, at the Presidential Palace, on the basis of information received from lawyers and the Commission's proposal, besides other contents, Chairman Vietnam Bar Federation has reports on public opinion and the points should be considered relevant to Article 38 of Circular 28/2014 of the Ministry of Public Security. At the meeting, in the presence of the President, representatives of ministries, Chairman of Vietnam Bar Federation reflects Circular 28/2014 in the process of drafting and promulgating did not consult the Federation, causing public annoyance among lawyers .. Immediately after the speech Federation President, Lieutenant General Le Quy Vuong - Deputy Minister of Public Security - has expressed an opinion, in content, explanation is Article 38 of Circular 28 comes from the obligations stipulated by counsel stipulated in Article 58 of the criminal Procedure Code and recommendations "when lawyers discovered irregularities" (ie apply attorneys for violations of the survey participants). Speaking shortly afterwards, President Vietnam Bar Federation, said that the contents of 38 easily lead to individual investigators may arbitrarily and evaluate adverse inference against lawyers, especially the record audio and video recordings and "other measures", showing no respect for lawyers. Federation president also suggested Deputy Le Quy Vuong report back to Ministers on the objection of the Vietnam Bar Federation to consider weaning.

Thus, starting from the opinion of the lawyers, including lawyer Ngo Ngoc Trai, Vietnam Bar Federation has received and timely response, included in the presentation at the conference as important the chairmanship of the President, the frank exchange with representatives of the Ministry of Public Security, as well as representatives of other agencies and review proposals specified above. Protection Commission lawyers have reported to the League leaders and has prepared draft documents for Vietnam Bar Federation consulting official request to the Ministry of Public Security, the authorities consider improvements to correct inappropriate content in the said Circular 28/2014.
